A car hire broker is a booking site that sells you a rental delivered by another company, so the car, the counter, the deposit and any damage claim stay with the rental supplier, not the broker. Discover Cars says in its terms that it does not operate a fleet or rent cars itself. Rentalcars.com says it is not a party to the terms between you and the rental provider.

That split matters at the counter. The broker's price is not the whole cost, its excess cover works differently from the supplier's waiver, and its cancellation terms are its own. Booking.com's terms treat car rentals on Booking.com and Rentalcars.com as one service, run by Booking.com Transport Limited.

How car hire brokers work

A broker lets you compare rental suppliers in one place, takes your booking and sends you a voucher. The supplier then hires you the car when you show up. Here is what each broker's own terms say.

KAYAK is a search engine rather than a booker, so your booking is with a third-party provider.

Who holds the deposit

The rental supplier does. Discover Cars' terms say the security deposit is held by the rental company on the main driver's card, is not governed by its booking agreement and is not charged by Discover Cars. Rentalcars.com asks for a credit card in the main driver's own name with enough funds for the deposit.

A broker's cover does not remove that hold. Discover Cars says its Full Coverage does not remove or reduce the supplier's deposit requirement. It adds that when desk staff call its cover "invalid", they usually mean it cannot replace their deposit requirement.

If you prepay, take the same card. Avis South Africa asks prepaid renters to bring the same credit card and the prepaid voucher. Drive South Africa says a rental deposit of R1,000 to R2,000 applies whichever package you choose, plus the full excess on the card if the package carries an excess. It also says deposit refunds can take 3 to 14 working days.

Broker excess cover versus the supplier's waiver

These are two different products from two different companies.

The supplier's waiver is part of your rental agreement. It sets your excess, and you settle at the counter with no claim. A waiver does not remove all responsibility. A South African rental company lists exclusions such as single-vehicle accidents, interior damage and damage that does not involve a third party.

A broker's excess cover is a separate policy. Discover Cars says its Full Coverage creates an agreement directly between you and DiscoverCars.com, completely separate from the rental supplier. It does not cover damage to third parties. Compensation is capped at €5,000 in total.

Booking.com's Full Protection is sold through RentalCover. The policy document we read needs at least the most basic collision damage waiver from the rental company. It excludes claims where the car was driven off-road or on an unsealed road, except roads you must use to reach your accommodation, and where the vehicle needs a non-standard driver's licence. That matters on South African gravel roads and for larger vehicles. The version we read is for one region, and terms differ by region and by where you live, so check the version you are actually sold.

How the claim-back process works

Broker excess cover usually reimburses you. You pay the supplier for the damage first, then claim the money back from the broker's insurer.

  • Discover Cars: you submit a claim through the Manage Booking page within 90 days of dropping off the car. It says most claims are reviewed within 5 business days, and more complex cases can take up to 28 calendar days.
  • Which? (UK): third-party excess reimbursement insurance works by paying the excess to the rental provider and claiming it back. This is UK and Europe advice, not South African.
  • Booking.com and Rentalcars.com: we could not find Rentalcars.com's own help page for the Full Protection claim steps. Read the policy documents you receive.

In practice, you need enough card limit to pay the excess, plus whatever documents the policy asks for. A counter agent may also push the supplier's own cover. We found no wording on third-party cover in the Avis or Hertz FAQs we read, so ask before you rely on it.

Cancellation terms

Cancellation is where broker terms differ most, and they change. These are the terms we read on 29 September 2026.

Older reviews describe free cancellation for cash at Discover Cars. Its current terms read differently, so always check the terms shown at the point of booking, not a blog post.

When booking direct is better

A broker is useful for comparing many suppliers in one search. Booking direct is often simpler in these cases:

  • You may need to change the booking. Changes and cancellations with the supplier avoid a second set of terms.
  • You want a single point of contact. Discover Cars itself tells you to contact the rental supplier for roadside help, vehicle problems or questions about the agreement.
  • You want to settle at the counter. The supplier's waiver needs no claim-back, and you avoid a dispute over whether third-party cover is accepted.

Whichever route you take, read the supplier's rental terms as well as the broker's.

What regulators and the press say

We did not find a South African regulator statement on car hire brokers or on third-party excess cover. The regulator-side sources below are foreign and are labelled as such.

  • UK source: the Competition and Markets Authority (CMA). In 2018, the UK regulator required car rental brokers to include compulsory charges in their prices and to disclose the excess on the collision damage waiver and the amount of the deposit. This is a UK case and does not bind South African sites.
  • UK source: Which? Its advice, quoted above, is written for UK and European renters.
  • South African press: Moneyweb (2019). It reported that the industry body SAVRALA had no ombud, only a conciliation service, and that there were numerous complaints of excessive deposits held for weeks. It also reported an e-toll admin fee, generally 20%. These pieces are dated, so check the current position.

The practical lesson from both: ask for the excess and deposit figures in rand before you pay, and keep your voucher and rental agreement.
