December holiday car hire 2026: school dates, prices, tolls and fines

These are the national dates for public schools, and they are the same in every province. Private schools and universities differ, so check your own school.

The sources disagree on whether December is the dearest month.

• Discover Cars: December is the most popular month to search for a South African rental, at 1.5 times the average monthly search volume. Its monthly table shows an average of R474 a day in December, against R411 in January, R476.13 in February (its highest) and R386.69 in September (its cheapest).
• Cheapflights: December averages R510 a day, which is below its 12-month average of R556 and inside its monthly range of R463 to R568. On its numbers December is not the highest month.

For a sense of a real trip, The National estimated R6,067 for car hire for two adults and two children driving from Durban to Cape Town from 14 to 16 December 2026. That sits in a total of R18,621 that also includes R7,000 for fuel and R228 for tolls. The article does not state how many hire days that covers, so we do not turn it into a daily rate. It also says December remains one of the most expensive periods for domestic flights.

On supply, naamsa reported that car rental took 17.2% of new passenger vehicles sold in August 2026, up from 13.8% in July. That suggests fleets are being topped up. It is not evidence about prices, and we found no 2026 report of a rental fleet shortage or an announced festive price rise.

On demand, international tourist arrivals from January to July 2026 were 12.4% higher than in the same period of 2025 (SAnews). That says visitors are coming, not what a car will cost.

No source we found gives a December-specific lead time, so we do not invent one. What the evidence supports:

• Discover Cars says availability is usually limited from mid-December if you leave it late.
• Cheapflights says hire prices average around R381 a day when booked seven days ahead. That is a year-round average, not a December figure.
• Book once your dates are fixed, and compare the total with the waiver you want, not only the daily rate. Our guide to car hire prices shows the extras that change the total.

Holiday weekends bring bigger holds on some operators. Budget adds a weekend authorisation from Thursday 00h01 to Monday 23h59: R3,500 at coastal branches on all groups, and inland R7,500 for groups A to E and R10,000 for groups F to N. It is waived at airport locations on a valid airline boarding pass. The long weekend of 25 to 27 December is such a weekend.

Confirm the branch's opening hours for 16, 25 and 26 December before you plan a pick-up or a return, and read the guide to airport and city pick-up.

If your route crosses a border, allow time for the authorisation letter. Woodford asks for an online application at least 3 business days before departure, Hertz asks for 48 hours or 2 business days notice, and First Car Rental says about 4 days on average. See our guide to cross-border permits.

These are Class 1 amounts from the SANRAL 2026 tariff poster, effective 1 March 2026 under Government Gazette Nos. 54087 and 54088. All tariffs include VAT. SANRAL says the poster is explanatory and does not replace the Gazette. The poster does not define Class 1, and a bakkie or minibus can be charged at a higher class, so check your vehicle.

The Gauteng e-toll gantries were switched off in April 2024, and in June 2026 Cabinet wrote off the outstanding historical e-toll debt. Road users who paid were not refunded.

In September 2026 the 95 petrol price was R26.92 a litre inland and R26.05 coastal (nowinsa). The October adjustment takes effect on Wednesday 7 October 2026 and was not official on 29 September 2026. The Central Energy Fund projection put inland 95 petrol at about R30.04 (nowinsa), and AutoTrader put coastal 95 at about R28.88 (AutoTrader). CARmag says that would set a new record, since the previous high was R28.06 a litre in June 2026.

Nobody can tell you the December price yet. Check the fuel policy on your agreement, since it decides whether you return the car full or pay the operator's refuelling rate. Our guide to fuel policies explains the options.

AARTO, the system that handles traffic fines administratively, has spread. Phase 2 started on 1 July 2026. Arrive Alive reports the AARTO Act coming into 60 municipalities and the Amendment Act into 62 under Proclamations 322 and 323 of 2026. The RTIA, quoted by The Citizen, describes a rollout across 62 local and metropolitan municipalities on top of Johannesburg and Tshwane, including Gqeberha, East London, Durban, Bloemfontein, Mbombela, Polokwane, Kimberley and Upington. No Western Cape municipality is on the list. Demerit points are not live, and are planned with further rollout for 2027.

How it works after an infringement notice, per the RTIA: within 32 days you can pay at a 50% discount, nominate the driver in control of the vehicle, or make a representation. After 32 days a courtesy letter removes the discount and adds a R100 fee. Nomination is possible only at the notice stage, and once a courtesy letter is issued the registered owner stays liable (AARTO.CO.ZA, an information site, not the RTIA).

In a hire car the registered owner is the rental company, so it receives the notice and redirects it to you. SAVRALA told Travel News on 25 September 2026 that the rollout has not caused widespread disruption for rental operators, although they face practical challenges processing infringements and managing driver nominations.

Operators charge for the redirection. Pace publishes R350 for each redirected fine and R50 for each warning, and MotoRent charges the fine plus a R150 admin fee. The 2025/26 festive report covered 1 December 2025 to 11 January 2026. It counted 1,427 fatalities from 1,172 crashes, the lowest crash count in five years (TimesLIVE). The 15 to 28 December period contributed more than 40% of crashes and fatalities (SAnews).

The 2025/26 Arrive Alive campaign was launched on Sunday 30 November 2025 in Kroonstad. No 2026/27 launch had been announced by 29 September 2026, and last year's date is the only precedent.

That is last year's pattern, not a forecast. If you can, avoid setting off on your longest driving day in the middle of that fortnight, and plan rest stops. Speed limits, fatigue and other drivers are the same in a hire car as in your own.
