Drivers under 25 can hire a car in South Africa at most operators, but usually only in the smaller vehicle classes, usually with a daily young driver surcharge on top of the rate, and almost always with a higher excess than an older driver would carry on exactly the same car under exactly the same waiver.
The surcharge is the visible cost and the excess is the one that hurts. A few hundred rand of surcharge over a week is annoying. An excess that is several thousand rand higher is the number that decides what a scraped bumper costs you.
Plan around both, and check the vehicle class early, because the car you had in mind may simply not be available to you.

The base rate you see advertised usually does not change. Everything around it does, which is why the price at checkout is the only number worth comparing.
The excess is the real cost
Your excess is what you pay towards damage or theft even when the standard waiver applies. Operators commonly load it for younger drivers, sometimes substantially.
Work through the scenario before you book. If your excess is loaded and you scrape a wheel arch in a parking garage, the repair may well cost less than the excess, in which case you pay all of it. That is not an unusual outcome, it is the normal one for minor damage.
Two responses are worth pricing:
- Take a super or full cover waiver from the operator, which reduces the excess and often the deposit at the same time.
- Buy standalone excess cover from a third-party insurer before you travel, which is frequently cheaper per day but works as a reimbursement: you still pay the operator first and claim it back.

Younger drivers are generally limited to the economy and compact classes. Restrictions tighten hard on:
- Luxury, premium and sports vehicles
- Bakkies, particularly double cabs
- Minibuses and 7 to 10 seaters
- Trucks and specialist vehicles
- 4x4 vehicles booked for gravel and off-road use
If you are booking a group trip and the group needs a minibus, check the age rules before you fix the itinerary. It is common for the group to qualify on age but for the one person willing to drive not to.
Group travel also raises the additional driver question, since sharing the driving on a long trip is sensible but only if every driver is named.
How to cut the cost
- Compare total quotes, not daily rates. The surcharge and excess load are where the difference lives.
- Ask whether the surcharge is capped over a longer rental. Some operators cap it, which changes the maths on a two-week hire.
- Book the class you qualify for rather than hoping for a free upgrade that the age rule will block anyway.
- Put an older qualifying driver on as the main driver if one is travelling with you, and be honest that they will be doing the driving. Naming a main driver who never drives is a breach of the agreement and voids your cover.
- Take the higher waiver if your excess is loaded. The economics tilt further towards it the younger you are.
- Check the licence tenure requirement early, since it is the rule most often missed.
The mistake that costs the whole car
The single worst outcome in under-25 hire is letting an unnamed friend drive, usually on a long trip when the named driver is tired.
If damage occurs while an unauthorised driver is at the wheel, the waiver typically falls away completely. You are then liable for the full value of the vehicle, not the excess, and the deposit is the least of it.
The same applies where the named driver does not meet the age or licence tenure requirement and was approved by mistake. Get every driver named properly at the counter, with their licence checked and recorded. It takes five minutes and it is the difference between an excess and a car.
